We provide Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA) and other regulatory program support at active and former Department of Defense installations and other hazardous waste sites nationwide. Our professionals with experience in these laws and regulatory requirements conduct characterization and investigation of impacted soil, groundwater, sediment, surface water, and air. Stell conducts feasibility studies that develop, screen, and evaluate multimedia remedial action alternatives.
Focused and informed data collection and analysis activities lead to conceptual site model development, remedy implementation, and site closure. These processes are supported by human health and ecological risk assessment capabilities that ensure conformance with U.S. Environmental Protection Agency and state requirements for assessing the potential impact of contamination and cleanup on human health and the environment. Resultant findings drive the selection of remedies or institutional controls recorded in decision documents.
Remedial Investigation (RI), Alexander Hamilton U.S. Army Reserve Center (USARC), Lodi, NJ (U.S. Army Reserve)
Stell conducted an RI to determine 1) the source of groundwater contamination, including that identified in discharges to the storm water sewer system; 2) the nature and extent of the plume(s); and 3) whether vapor intrusion is occurring in the building overlying the plume. Our geologists managed the installation of bedrock wells to characterize bedrock groundwater flow direction and potential groundwater contamination and five unconsolidated aquifer wells to further ascertain site groundwater characteristics. We designed, installed, and monitored a granular activated carbon filtration system on building sumps as an Interim Remedial Action. We coordinated with the New Jersey Department of Environmental Protection to determine permitting requirements for the surface water discharge permit and drafted the permit. Vapor intrusion monitoring was conducted in the basement of one building to determine the health risk to occupants associated with vapor migrating in from underlying groundwater plume. Testing of groundwater samples from the wells and sumps identified the presence of radionuclides in the groundwater. Our staff investigated whether the contamination migrated to the site from the nearby Maywood Superfund site. We determined that the type of radionuclides present differed from the radionuclides identified at the Maywood site, that the radionuclides were likely naturally occurring in the soil, and, therefore, not attributable to activities at the Superfund site.
RI and Feasibility Study (FS), Former Bluebonnet Ordnance Plant Munitions Response Area, McGregor, TX (U.S. Army)
Stell performed an RI/FS for a World War II–era bomb production facility that is a Formerly Utilized Defense Site. The RI addresses both chemical and explosives contaminants in soil and groundwater. Our activities included an extensive background review and site reconnaissance to identify potential contaminant sources, soil and groundwater sampling, an assessment of existing buildings and foundations for potential explosive issues, human and ecological risk assessments, a public meetings, preparation of a Decision Document, and maintenance of the Administrative Record. We revised the scope of work based on the results of our initial background review, resulting in a more than 30% cost reduction for the government.
Site Characterization and RI, Arthur MacArthur USARC, Springfield, MA (U.S. Army Reserve)
Stell conducted a surface clearance and digital geophysical survey as part of a military munitions investigation and removal action. We examined land to assess the presence of buried unexploded ordnance; more than 50 small and 6 large identified anomalies required intrusive investigation. We also sampled soils for munitions of concern and used the collected data to develop a FS.
As part of the Explosives Safety Submission, our engineers proposed an innovative method for anomaly excavation to ensure maintenance of an appropriate safety buffer zone. We designed, fabricated, and deployed a miniature open-front barricade during the intrusive investigation. This was as an engineering control to mitigate potential impacts from an accidental or unintentional detonation and addressed on-site safety concerns and eliminated the need to evacuate adjacent residential properties.
