Part of the complexity is recognizing the unique characteristics and needs of each facility and the complicated combination of federal, state, and local requirements that apply to it. Our environmental experience ranges from the execution of multimedia, facility-wide compliance programs to projects with multiple stakeholders and public involvement and projects with multiple facilities in different locations and jurisdictions.

Environmental Compliance, Redstone Arsenal, AL (U.S. Army)

Stell supported Redstone’s environmental compliance audit program to promote understanding of applicable laws and regulations, assessment of compliance status, and recommendations of corrective actions. We conducted annual Environmental Performance Assessment System (EPAS) inspections and routine inspections of hazardous waste permitted storage areas. Conducted routine site visits to sampling sites and waste stream location, including hazardous waste generators; National Pollutant Discharge Elimination System discharge sites, SDWA sampling locations as well as asbestos and lead-based paint sites. Our staff conducted pollution prevention / waste minimization assessments to support the installations compliance with Executive Order 13514. We assisted in the development and utilization of the Redstone Arsenal Pollution Prevention Plan.

Stell developed the U.S. Environmental Protection Agency Biennial Hazardous Waste Report and yearly Tier II and Form R reports to meet all government environmental compliance criteria. Stell prepared more than 300 hazardous waste generator turn-ins, conducted an environmental laboratory audit, and conducted more than 20 audits of range/training areas. Stell provided RCRA, hazardous material transportation and hazardous waste operations expertise and training.

Stell also developed databases supporting air, clean water, hazardous waste management, storage tank, and natural resource management programs.
