Stell embraces the challenge of increasing renewable energy sources, while developing and monitoring solutions and systems to deliver energy and increase efficiency in an effective manner. In a time of stretched resources and increasing demand for energy, the very focus of our projects is developing sustainable energy practices, reducing energy costs, and increasing efficiency in usage. Stell develops and executes comprehensive energy management programs, inclusive of renewable energy, utilities cost savings, and programs for upgrading and updating equipment to improve energy efficiency.

Stell developed and executed a comprehensive energy management program, inclusive of renewable energy, utilities cost savings, and programs for upgrading and updating equipment to improve energy efficiency. Our energy professionals provided management support for the Energy Savings Performance Contracts (ESPC) and Energy Conservation Investment Program contracts, which facilitate the government’s implementation of sound, cost-effective energy management and investment practices to enhance the agency’s energy security and environmental stewardship.
We coordinated the first self-help energy savings upgrade, marking the first time the Army Reserve had used troop labor in a lighting retrofit project. In support of this effort, we provided project layout, design and administration, and construction management for the light-emitting diode lighting retrofits performed by Army Engineer soldiers.
Our staff worked closely with the Federal Energy Management Program (FEMP) to finance energy efficient and renewable energy projects; assisted in the design, operation, and preventive maintenance of high performance buildings; provided all required reports relating to energy management and efficiencies; installed equipment that is ENERGY STAR–qualified or FEMP-designated for energy efficiency and low standby power; implemented renewable energy technologies; complied with energy legislation and regulations; and educated the soldiers and civilians who occupy the facilities. We supported the ESPC to provide third-party energy management support to reduce utility consumption.

Vernon McGarity Army Reserve Center, Moon, PA (U.S. Army Reserves)
We developed, executed, and managed $4.8 million in energy upgrades for these two installations. Our staff completed mechanical and LED lighting upgrades and installed building controls and smart meters. We monitored billing and consumption for reporting and to verify cost savings. The McGarity Reserve Center project was recognized by the U.S. Department of Energy 2016 Interior Lighting Campaign for exemplary performance in their application of high efficiency troffer lighting systems.
