Proven at balancing site mission with State Historic Preservation Office requirements, Stell provides cultural resource management program support throughout the United States. Over the past 5 years, we have completed cultural resource services on more than 40 federal projects and more than 100 state and local projects. Through early involvement in project planning, we assist clients in meeting compliance requirements in accordance with federal, state, and local regulations while minimizing impacts to significant cultural resources. Stell archaeologists, architectural historians, and historians are thoroughly knowledgeable of laws, regulations, executive orders, and other guidance governing cultural resources.

 

Successful Projects:

Archaeological Monitoring for Elliot Bay Seawall Replacement, Seattle, WA (Seattle Department of Transportation)

Stell implements the archaeological monitoring commitment from the National Historic Preservation Act Section 106 Memorandum of Agreement during construction activities for the replacement of the City of Seattle’s seawall. We monitor for historic period components that were part of the early construction of Seattle. Any cultural finds that are encountered are assessed for their context, and historic maps are used to determine their eligibility status. We provide training sessions for construction personnel based on identified monitoring and Inadvertent Discovery Plan protocols. Our project team coordinates closely with Seattle Department of Transportation, the prime contractor, and construction personnel and provides monitoring reports to the construction contractor.

Shelton to Bangor Railroad Evaluation, Island County, WA (U.S. Navy)

Stell prepared World War II, Cold War, and Anti-Nuclear Weapons Movement historic contexts and evaluated the eligibility of the railroad and its associated properties for inclusion in the National Register of Historic Places (NRHP) within the historic contexts. Following a field survey and  analysis, our cultural resources specialists evaluated the railroad as a railroad corridor historic district, identifying its associated properties and recommending them as contributing or non-contributing resources to the historic district. We identified the entire Shelton-Bangor Railroad as eligible for inclusion in the NRHP as the Shelton-Bangor Railroad Corridor Historic District. Most of the associated property types were determined to be Contributing Resources to the Shelton-Bangor Railroad Corridor Historic District.

State Route 1010, West Farmersville Road Bridge over Conestoga River Replacement Project (Pennsylvania Department of Transportation)

Stell conducted a Phase I/II archaeological survey. During Phase I, our archaeologists and historians identified two NRHP eligible archaeological sites within the project area. One site contained late eighteenth through mid-twentieth century historic artifacts and Native American artifacts. The other contained early nineteenth to early twentieth century historic artifact deposits. Phase II excavations and ground penetrating radar conducted identified remnants of structural foundations that may have belonged to the initial domestic residence present within the NRHP-eligible Brownstown Mill Historic District that was later converted to a barrel-making shop in the nineteenth century.
